The Department of Homeland Security Chemical Facility Anti Terrorism Standards (CFATS) rule (6 CFR Part 27) required over 42,000 sites handling certain chemicals of interest to DHS to complete a Top Screen. From this group, nearly 7,000 sites were tentatively designated as “high risk chemical sites” and are completing the Security Vulnerability Assessment (SVA).
These sites are now waiting to learn the next steps. Soon, they will get a final tier ranking and may be told to create a Site Security Plan.

David Moore is a leading expert on chemical security management and vulnerability assessment. He was the project manager for the AIChE CCPS®: Guidelines for Managing and Analyzing the Security Vulnerabilities of Fixed Chemical Sites”, the security guidelines for the American Petroleum Institute (API), and the API/National Petrochemical and Refiners Association Security Vulnerability Assessment Methodology. He is the lead author of the 2008 edition of the AIChE CCPS® “Inherently Safer Chemical Processes: A Lifecycle Approach”. He holds an MBA from New York University, and a B.Sc. in Engineering from the University of Maryland.
