Enclosed please find materials offered by the American Society of Safety Engineers (ASSE) in response to the Occupational Safety and Health Administration (OSHA) request for nominations to the Cranes and Derricks Negotiated Rulemaking Advisory Committee (C-DAC).

ASSE is submitting the name of Everett A. Beaujon, CSP, CHMM, who, as the attached biographical information indicates, has a lifetime of excellent safety experience in construction and maintenance. Mr. Beaujon is well known in the safety community for his expertise in cranes and derricks and for his overall professionalism and integrity, qualities that will serve to represent the interests of the public and the safety profession on C-DAC.

ASSE, with over 30,000 members, is the oldest and largest professional safety association. The Society has been committed to the workplace protection of people, property and the environment since 1911. This commitment includes helping ensure that the decisions made by federal safety agencies like OSHA involve the wealth of expertise and experience readily available from leaders in the safety profession. Mr. Beaujon is such an individual. A review of his credentials will demonstrate why he warrants consideration for C-DAC membership.

Everett A. Beaujon is presently Director, Health, Safety and Environmental for Austin Industrial, Inc., in Houston, Texas. Austin Industrial is a Maintenance and Construction Contractor, SIC 1620, that provides a variety of construction services for the Petrochemical, Refining, Power Generation and Manufacturing industries in the Southern and Southeastern United States. Everett has held various safety and health positions with Austin Industrial during his 18 years with the company.

Everett received a Mechanical Engineering Degree from the University of Cincinnati, Ohio, in 1963. He is a Certified Safety Professional, #7253, and a Certified Hazardous Materials Manager, #4110. Everett is also a Texas Worker's Compensation Commission "Approved Professional Source", TWCC #0385.

Everett has a broad background experience in developing and directing the implementation of policies and programs for his company to meet and/or exceed the requirements of OSHA, EPA and State regulations. As an essential part of his job, Everett keeps abreast of current developments in the regulatory arena. Everett is also an active member of various professional organizations and trade associations. Some of these organizations are; the American Society of Safety Engineers, the American Industrial Hygiene Association and the Institute of Hazardous Materials Management. Everett is an active member of the Houston Business Roundtable (HBR) - Safety Resource Committee and the Houston Area Contractors Safety Council - OSHA Regulatory Committee. In fact, Everett was one of the founding committee members of the Council. Everett is also an active member of the National Safety and Health Committee of the National Center for Construction Education and Research in Gainesville, Florida, and the National Safety Committee of the Associated Builders and Contractors (ABC). Everett is his company's designated representative for the Voluntary Protection Program Participation Association.

In addition to interpreting regulations, developing policies and programs, Everett prepares related regulatory training programs for his company. Everett also directs and participates in the training of the company designated competent trainers. As a member of the various organizations and trade associations, Everett has prepared and conducted safety and health workshops/seminars for the benefit and training of the members. Everett had an article published in the "Professional Safety" issue of August, 1990, "A Project Safety Execution Plan".

Early 1992, Everett assisted and coordinated Austin's initiative to apply for an OSHA Voluntary Protection Program Demonstration Site for one of it's Projects. Presently, Austin has two (2) VPP STAR Sites. Everett maintains close contact with the OSHA VPP Regional Manager and the Regional OSHA Offices and designated OSHA Administrators.

Everett completed an Occupational Safety and Health Administration's (OSHA) Safety and Health Program Assessment Training on April 29, 1999. The training was conducted by Ms. Leigh Sherrill - OSHA VPP Corporate Coordinator. This training is a basic requirement for all approved and certified Special Government Employees. Everett assists OSHA with review of VPP sites for re-certification or new approvals.

Everett participated as a member of the OSHA Stakeholder Meetings in 1998 on the proposed Ergonomic (MSD) Rulemaking meetings.

Everett developed and implemented Austin Industrial's "Safe Crane Operations" training program and the Manual for all Crane Operators. Everett also developed and implemented Austin's policy procedures on Operations and Maintenance of Cranes as well as the procedures for Safe Rigging. Presently Everett is a member of Austin Industries Corporate Safety Committee that is reviewing Corporate Policies and Practices on Crane Operations and Maintenance.

Everett is aware of his nomination for appointment to the OSHA National Advisory Committee Cranes and Derricks and is willing to serve and is able to attend meetings. Everett is free of any apparent conflicts of interest.

Everett has held various safety and health positions with Austin Industrial during his 14 years with the company.

Everett received a Mechanical Engineering Degree from the University of Cincinnati, Ohio. Everett is a Certified Safety Professional and a Certified Hazardous Materials Manager.

Prior to joining Austin Industrial, Everett was the Safety and Hygiene Administrator for a large complex refinery overseas where he was employed for 19 years.

Directed a survey that indicated faulty meters at Ship Bunker and Fuel Oil terminals. Confirmed that meters were misrepresenting sales. Replacement immediately of all meters improved custody transfer and minimized give-a-ways. Aviation fuel sales forecasts led to a project to relocate and upgrade the terminal facilities. An economic study and proper liaison with government officials plus public relations coordination was important to obtain approval for the expansion. Ship bunkers contracts were renegotiated based on increased costs, volume variations and price changes and led to improve efficiency of all terminal operations.

1974 to 1975

Superintendent of Laboratories
Began revitalization of the labs with installation of a computer costing over $200,000 (1975 US Dollars). Short and long range modernization and integration plans were implemented with training, replacement of outmoded equipment, installation of automated equipment, relocation of labs for more efficient operations and upgrade of old buildings and facilities. Introduced a program of opportunity for upgrade of personnel to break down long-time resistance to change.

1972 to 1974

Manager, Process Training and Development
Developed detailed descriptive packages for all position levels within each of the four operating divisions: training, job responsibility, area manning concept, organization structure and supervisory requirements. Developed incentives and motivators to circumvent union major objections on revised job descriptions. Updated and developed operating manuals to accompany each described employee's function and coordinated description between the divisions.
