Anchorage Safety Professional Appointed to Alaska Workers' Compensation Appeals Commission
DES PLAINES, IL (January 10, 2006) —American Society of Safety Engineers (ASSE) professional member and past president Philip Ulmer of Eagle River, AK, was recently appointed to the Alaska Workers’ Compensation Appeals Commission by Governor Frank H. Murkowski. Ulmer will serve a four-year term as a member of the commission.
Ulmer serves as manager of safety and workers compensation for General Communication, Inc. (GCI); an Alaska telecommunications company providing voice, video and data communication services to residential, commercial and government customers. He also is principal consultant for Northwest Safety Management, Inc. He previously served as a safety and environmental management advisor for ARCO Alaska, Inc., and as a senior safety advisor for ARCO Oil and Gas Company, Dallas, TX. Ulmer received a B.S. in Aerospace Engineering from the University of Texas at Arlington and he is both a registered Professional Engineer (P.E.) and a Certified Workers Compensation Professional (CWCP). Alaska’s Governor previously appointed Ulmer to serve on Workers’ Compensation Board (1996-2004) and the Alaska Safety Advisory Council (1985-1992). He also served on the Board of Directors of the Workers’ Compensation Committee of Alaska and as chair of the Alaska Oil and Gas Association’s Safety/Fire Protection and Health/Safety Committees.
An ASSE member for 31 years, Ulmer has served offices at the national local level, including Society president (1992-1993) and Board of Directors member. He received the Safety Professional of the Year award from the Anchorage-based ASSE Alaska Chapter, and also received the Charles V. Culbertson Award for Outstanding Volunteer Service from ASSE national.
In addition, Ulmer also served as president of the National Institute for Engineering Ethics (NIEE), and he was a finalist for Engineer of the Year from the Alaska Society of Professional Engineers in 1985 and 1994. Ulmer is also a member of First Baptist Church of Eagle River in several positions, including as member of the Board of Deacons.
