PHMSA Proposes Revisions to Fireworks Regulations
The Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued a notice of proposed rulemaking (NPRM) to revise the Hazardous Materials Regulations that apply to the approval of Division 1.4G consumer fireworks (UN0336 Fireworks) and establish DOT-approved fireworks certification agencies that will provide an alternative to the approval process for Division 1.4G consumer fireworks. PHMSA is also proposing to revise procedural regulations on certification agencies. PHMSA seeks to clarify its regulations on PHMSA’s fireworks approval process and provide regulatory flexibility in seeking authorization for the transportation of Division 1.4G consumer fireworks.
