More than 200 Stakeholders Participate OSHA I2P2 Meetings
The meetings OSHA held to hear stakeholder views on injury and illness prevention plans (I2P2), or safety and health programs, were the first step in what appears to be a fast-track to a standard. ASSE was represented at the June 29 meeting in Washington, DC, by Council on Professional Affairs VP Tom Cecich. ASSE will be developing a position on this rulemaking but has long supported the general idea that OSHA should have such a standard. A key factor that will probably determine ASSE’s final position will be whether a standard truly promotes risk-based accountability for workplace safety, as many hope, or serves simply as a reiteration of the general duty clause, as some fear. On September 8, ASSE’s Dave Heidorn is meeting with ASSE’s California GAC and other members in California to gain insight into their experience with California’s I2P2. After OSHA held three stakeholder meetings on its Injury and Illness Prevention Program standard, the agency added two additional meetings to accommodate the record number of people wishing to participate. Approximately 200 attendees, representing a broad range of interests, provided comments at these five nationwide meetings, which also included about 350 observers. Representatives from unions, trade associations, professional organizations, large and small businesses, and other governmental agencies shared their thoughts on OSHA’s proposed rule to require employers to develop plans to identify workplace hazards and fix them before they cause an injury, illness or death. Attendees provided input on possible regulatory approaches and the scope and application, organization and economic impact of the proposed rule.
