Biography
James G. Gallup, P.E., CSP is a senior fire protection engineer for Rolf Jensen & Associates in Phoenix, AZ. His job responsibilities include fire protection code consulting, fire protection system design, teaching, and litigation support. He has 33 years in the fire protection field with 8 of those years also providing occupational safety and loss control services.
Gallup holds a BS degree in Fire Protection and Safety Engineering from the Illinois Institute of Technology (1974). He received the degree in 1974. He is a registered engineer in AZ, CA, IL, and WA states. He has served on several committees for the NFPA.
Gallup joined ASSE in 1982. In 2000 he became active in the Arizona Chapter. He has served as the vice president, president-elect and president of the Chapter. During his tenure, the AZ Chapter was awarded the Stars Award and the Chapter of the Year Award. He served as Region II Area A Director during 2004 to 2008. He also served on the National Future Safety Leaders Conference Advisory Task Force in 2005-2006. He spoke at the 2007 Leadership Conference and the 2007 Region II Fall ROC.
Gallup was awarded the AZ Chapter SPY Award for 2005-2006. He was awarded the Region II SPY Award for 2006-2007.
Gallup has authored 16 articles for such prestigious magazines as Professional Safety, Plant Engineering and Consulting Specifying Engineer. In 2004 he authored an article in Professional Safety titled “Commercial Kitchen Fires.”
Platform Statement
During the past eight years Region II has become more ASSE focused and organizationally structured. In the spirit of incremental improvement, the Region will have to overcome two challenges. First, Region II has chapters that are small and draw from large geographic areas. These small chapters covering large areas have an insufficient active member base to provide officer continuity and officer funding to keep the Society’s Mission vital.
The second major challenge is in meeting the primary membership needs of delivering the technology to help each member grow and improve job performance in their specialized areas. The Chapters cannot effectively meet this need due to a diverse membership base. At the Society level this function is provided by the Council Practices and Standards (CoPS). Region II has heretofore not strongly addressed this primary membership need. The Society has a structure to support Region II in this function using the Deputy Regional Vice President (DRVP) for Practice Specialties.
I will work with the Region II ROC to develop and implement plans to improve these two areas. Direct help for small chapters may include mentoring, local ROCs, and financial assistance. Delivering technology may require direct interaction between the CoPS DRVP and the Chapter CoPS Chairs, or the Chapter Presidents.
On the surface, incremental improvements in these two areas appears to require substantial additional Region II funds. However, current electronic technology may serve to limit the funds needed using such devices as webcams.
I will work with Region II to find ways to use technology to provide small chapter assistance and to improve CoPS delivery. I will assist Region II to explore various means to make the Region financially independent in order to incrementally improve in these two areas.
