David G. Bascom, REM
BIOGRAPHY
David G. Bascom, REM, is a senior manager of health, safety and environment for NuStar Energy. Previously, he has held SH&E leadership positions, in both the public and private sectors, with more than 26 years' experience in the SH&E profession. He joined ASSE in 1990 and has been a professional member since 2001.
David holds a B.S. in Health Sciences and Safety from San Diego State University and did graduate work at the University of Southern California. He holds a Lifetime Teaching Credential from the California Community Colleges and has been an authorized OSHA trainer since 1992.
David holds the ASSE Certificate in Safety Management and the Executive Safety Management Certificate. He has been an REM for the past 14 years. He has served ASSE as a chapter government affairs chair; committee member for the 2009 Changing Safety Cultures Symposium; and member of the 2010 Professional Development Conference Planning Committee. David and Tonya have been annual donors to the ASSE Foundation for the past 13 years.
David is active in the Council on Practices and Standards, having served as newsletter editor, assistant administrator and administrator for the Management Practice Specialty. He is serving a second year as Vice Chair of the council.
He has been professionally recognized as the National Safety Council/Texas Safety Association's Occupational Safety Manager of the Year (2000) and Management Practice Specialty Safety Professional of the Year (2007), and he received a Charles V. Culbertson Outstanding Volunteer Service Award in 2009.
PLATFORM STATEMENT
In 100 years our Society has risen to become the preeminent voice for protecting the world’s most important asset – people. In today’s environment it is vital for each of us to serve. My goal is to leave a legacy of faith and excellence in my life, and believe that serving the Society’s members is a key way to live that goal professionally. Our service must not be self-serving; it must better those we serve! Protecting people and the environment is an investment in our posterity’s future.
The leadership of the Council on Practices and Standards has led our Practice Specialties in support of the Society’s vision. I support continuing that legacy and support. I also support continuing a strong relationship with our professional staff that magnifies the volunteer efforts we all make. I believe Branches and Common Interest Groups also serve an important role within the Society. Growth must remain a core value for the CoPS.
We must also mentor and strengthen our younger professionals, including those who are still matriculating; helping them both academically and as mentors. The CoPS should continue to lead in this and I support furthering those efforts.
It is also my belief that expanding technology is the Society’s future; we must be The electronic resource for safety worldwide. Full involvement in the Body of Knowledge effort, the Business of Safety Committee, and continued development of industry standards will keep us at the forefront of safe work cultural change.
I believe in a cooperative leadership model wherein all individuals and groups are heard. It is also incumbent to work cooperatively within the four Councils, and the Strategic Planning Committee, in support of the Society’s elected leadership. As we engage each other, we ensure a robust future for our profession and our Society.
