Since Heinrich's work in the 1930's, many organizations implemented Behavior-Based Safety as a core part of their safety management system. Since that time, hundreds of other ideas and system integrations have come and gone. Some good – some not so good. But many times, the argument over what was best for the system became a distraction.
And that’s the point. As SH&E professionals, do we really want to have an integrated safety system or are we too distracted by the argument to see what we already know? In the end, to build a world-class safety management system, we need to cut out the distractions and focus on the pieces that best meet the needs of our organization. It’s like building a car and only concerning yourself with the driver. No matter how well the driver performs behind the wheel, if the brakes don’t work, the driver won’t be safe. Similarly, if you have an extremely well-engineered car and the driver does something outside the envelope of good driving behavior the crash can still occur. Therefore, like your organization’s safety management system, it is the whole that must be considered and dealt with.
