Section 8.8

REGION ASSESSMENTS

Article I - Purpose

Regions have the primary purpose to assist the Society in administering programs, communicating between the Board, other Regions and Chapters and conducting other activities which will further the Society’s objectives. In order for a Regional Operating Committee (ROC) to carry out its purpose, it may be necessary for the ROC to develop revenue generating activities.

To ensure consistency, timeliness and accounting principles of Region assessments, Regions will follow this standard guideline for the assessment approval and headquarters processing of the assessments.

Article II - Fund Use

All funds of the Region shall be utilized to further the professional development of ASSE members, for scholarships and to conduct the business of the ROC as directed by the RVP and approved by the ROC.

Article III - Region Assessment Approval Procedure

Upon determination by the ROC that a Region assessment is needed, the ROC determines the amount of assessment that shall be set. An appropriate motion shall be made and approved by the ROC. The motion may be made at a meeting, conference call or by ballots. Mail, fax, or e-mail ballots require a simple majority vote of ballots received within a deadline not to exceed 20 days from the date of the mailing, fax or e-mail. The Region assessment will be on an annual basis whereby each Chapter in the Region shall be assessed a set amount per dues paying member (student, emeritus and honorary members excluded). The Regional Vice President or Regional Treasurer shall provide documentation of changes to the approved Region assessment rate for the next Fiscal Year to the Director, Member/Region Affairs by March 1. The Region Assessment amount will be set in the financial software system at Society Headquarters at the same time the Chapter dues rates are set in the system, once annually, on March 1. If changes are not received by March 1, the Region assessment rate from the current Fiscal Year will be used for the next Fiscal Year that begins on April 1.

Article IV - Society Headquarters Financial Processing Procedure

Chapters will have assessment deductions applied to the Chapter monthly dues deposits beginning April 1 and ending on March 31. These deductions will be applied when a member renews and/or joins the Society. The funds will be transferred to the Region treasury account on a quarterly basis. Society Headquarters will provide a quarterly statement of assessments.

Article V – Amendments

Amendments to these procedures will become effective following approval by the Council on Member and Region Affairs and the Board of Directors.
